County State Aid Highway (CSAH) 3 Construction Project
Project Updates CSAH 3, from State Trunk Highway 55 to CSAH 2 located west of Annandale and east of South Haven.
August 14, 2017 - work has been substantially completed and the highway is now open to traffic with a gravel surface. Due to the timely completion of the project this summer, it is planned that the first layer of paving will be completed in October. There will not be a detour needed for the paving work. The final layer of paving work, along with the shoulders, will be completed in the spring of 2018.
June 29, 2017 - work is continuing northward on highway 3 with subcut and sand placement. Placement of class 5 aggregate will be completed on highway 3 south of Peloquin Avenue before moving further north so that traffic from that area has a clear direction to travel through.
Paving of the first 800 feet of highway, north of TH 55, will be accomplished within the next three weeks. Wright-Hennepin Electric Co. is continuing with their pole relocations concurrently with the highway work. The project is currently on schedule to be substantially completed by mid-August, 2017.
Work includes, but is not limited to the following:
- Reconstruction of the existing highway
- Culvert installations to perpetuate drainage patterns
- Relocation of privately owned utilities by various companies that are located in the highway right-of-way by permit (Wright-Hennepin Electric, etc.)

CSAH 3 construction work is planned to begin on Monday, May 8, 2017. Relocation of private utilities (Wright-Hennepin electric, etc.) will likely begin a week or so prior to May 8th and continue concurrently with the highway construction.
It is anticipated that the majority of construction activities will be completed in 2017. Final paving surfacing and minor turf & cleanup work will be done in 2018. The highway will be detoured during construction, although access to local traffic (traffic that must travel on Hwy 3 to access their home) will be maintained by the contractor for the duration of the project.
