Why are weight restrictions put on County Highways & how is it determined when they come off?

Weight restrictions are placed on county highways to protect the investment in the county's largest asset - it's county highway system. During the springtime, when frost comes out of the ground, the highways are at their most vunerable to heavy loads that can cause significant damage during this time.
